Why are so many uninvited users listed in the admin dashboard?

All projects that have been "activated" may be discovered on the SeaSketch project listing page. Any member of the general public may see these projects and register as a standard (public) user. In other words, users need not be invited to view and register with a SeaSketch project. 

Note that uninvited users may be limited in terms of what they can do in any given project! For example, project administrators may restrict data viewing and participation in forum discussions to those that have been invited and assigned to groups with specific permissions. So, while a member of the general public may be able to discover a project and register to use it, they may not be able to participate in discussions or see any of the data. 

SeaSketch projects are "inactive" (i.e., not discoverable or usable by standard users) until an administrator activates the project. Projects must be activated in order to invite anyone who is not an administrator of the project. In other words, as soon as a non-administrator is invited to a project, it will be active and anyone will be able to discover and register to use that project (with limited permissions).
