Are all data in SeaSketch public or can some be made private to certain users?

Permissions to view data are granted by the project administrator. Project administrators must publish password-protected map services, add them to SeaSketch and designate certain groups permission to view those data. 

Note: once a standard user (i.e., a non-administrator) has been added to any SeaSketch project, that project may be discovered and viewed on the SeaSketch website. However, if all the data have been made private to user groups that have been defined, members of the general public will not see those data until they have been added to a credentialed group by the administrator.
